You get the tagged and cursed status for scavs if you don't bring enough stuff in a raid (it has been done because of hatchlings looting hot spots for some quick money).As far as i know the minimum gear you need to not get tagged and cursed is a pistol with a vest and backpack or a pistol with some armor (maybe even a rig but i'm not 100% sure).
